A megfelelő, biztonságos és fenntartható európai nyugdíjak menetrendje (az Európai Bizottság fehér könyve, 2012) / Agenda for Adequate, Safe and Sustainable Pensions (White Paper of EC, 2012) Távlat/ Perspective: 2060 Megállapítások/Observations: A születéskor várható élettartam a férfiak esetében 2060-ra további 7,9 évvel, a nők esetében pedig 6,5 évvel növekedhet 2010-hez képest. / By 2060, the life expectancy at birth for males is projected to increase by 7.9 years and by 6.5 years for females, when compared to 2010. A 60 éven felüliek száma minden évben kb. 2 millióval növekszik, ami csaknem kétszer több, mint a 90-es évek végén, és a 2000-es évek elején. Ezzel szemben az aktív munkaképes korúak (20–59 éves) száma az elkövetkező évtizedekben minden évben csökkenni fog. / This is reflected in an annual increase of around two million people aged 60+, almost twice as high as in the late 1990s and early 2000s. Az Európa 2020 a következő évtizedre szóló európai uniós növekedési stratégia / Europe 2020 is the EU's growth strategy for the coming decade. Célja, hogy változó világunkban az EU gazdasága intelligens, fenntartható és inkluzív legyen (prioritások). / In a changing world, it wants the EU to become a smart, sustainable and inclusive economy (priorities). E három, egymást kölcsönösen erősítő prioritás azt hivatott elősegíteni, hogy az Unióban és a tagállamokban magas legyen a foglalkoztatottság és a termelékenység, és erősödjön a társadalmi kohézió. / These three mutually reinforcing priorities should help the EU and the Member States deliver high levels of employment, productivity and social cohesion. Az EU öt nagyszabású célt tűzött ki maga elé a foglalkoztatás, az innováció, az oktatás, a társadalmi befogadás és az éghajlat- és energiapolitika területén, melyeket 2020-ig kíván megvalósítani. / Concretely, the Union has set five ambitious objectives - on employment, innovation, education, social inclusion and climate/energy - to be reached by 2020. A stratégia 5 kiemelt célja: Foglalkoztatás/Employment Biztosítani kell, hogy a 20–64 évesek körében a foglalkoztatottság aránya elérje a 75%-ot/75% of the year-olds to be employed K+F/R&D Az Európai Unió GDP-jének 3%-át a kutatásba és a fejlesztésbe kell fektetni./3% of the EU's GDP to be invested in R&D Éghajlatvédelem és fenntartható energiagazdálkodás/Climate change and energy sustainability Oktatás/Education A korai iskolaelhagyók arányát 10% alá kell csökkenteni. El kell érni, hogy a 30 és 34 év közötti uniós lakosok legalább 40%-a felsőfokú végzettséggel rendelkezzen./Reducing the rates of early school leaving below 10%. At least 40% of 30-34–year-olds completing third level education. 9 Hol van az egészség?/Where is health?
Az egészségtudatos életvezetés ma még marginális kérdés az EU-ban, de hamarosan az egyik legfontosabb tényező lesz. / Healthy lifestyle nowadays is a marginal issue in the EU, but probably will be on of the most important factors soon. Az egészségtudatos életvezetés kérdését az EU-ban a gazdaság oldaláról kell megközelíteni, a növekedés és a foglalkoztatás eszközeként kell rá tekinteni. / The issues related to healthy lifestyle has to be approached as an economical question in the EU, as a tool of growth and employment. Az egészségtudatos életvezetésre ösztönzés egyik legkézenfekvőbb formája az egészségfejlesztő testmozgás (HEPA). / One of the most evident form to motivate citizens to healthy lifestyle is health-enhancing physical activity (HEPA). 12 Aktualitások napjainkban/Nowadays issues
2014 júliusáig minden uniós tagállamnak ki kellett jelölnie a HEPA nemzeti kapcsolattartó pontját. / All the member states had to nominate a national focal point for HEPA until July 2014. Magyarországon az EMMI és az MDSZ képviselője a nemzeti kapcsolattartó pont. / In Hungary the representative of the Ministry of Human Resources and HSSF is the registered national focal point. 2014 májusában a tagállamokban lezajlottak Európai Parlamenti választások, és most alakul újjá az Európai Bizottság is. / European Parliament elections were held in member states in May this year, European Commission is under renewal just now. 2014 július óta Olaszország tölti be az EU Tanácsának elnöki pocízióját 6 hónapig, utána Lettország, Luxemburg, Hollandia és Szlovákia következik/ Since July 2014 Italy is the president of the Council of the European Union for 6 months, the next member states in the rank: Latvia, Luxembourg, the Netherlands, Slovakia. Feladatok az EU szintjén/ Tasks on EU level: Olyan HEPA szakértői munkacsoporti ajánlások elfogadása a testnevelés területén, amelyek figyelembe veszik a tagállamok közös érdekeit és eltérő hagyományait, és alkalmasak a minőségi testnevelési (ideértve a fizikai fittség mérési) rendszerek megvalósítására tagállami szinten. / To accept HEPA Expert Group recommendations together, considering each other interests and different traditions in order to be able to start implementation of quality PE (including physical fitness assessment) systems in member states Vita kezdeményezése az Európai Unió Tanácsában, az Európai Bizottságban és az Európai Parlamentben az egész életen át tartó tanuláshoz szükséges kulcskompetenciákról szóló ajánlás felülvizsgálatáról azért,hogy létrejöhessen egy új kulcskompetencia-terület, amit egészséges életvezetésnek nevezünk. / Initiate debate in the Council of the EU, the European Commission and European Parliament on supervising the recommendation on key competences for lifelong learning in order to create a new field of key competence, called : healthy, or health-conscious lifestyle. 16 Miért lehet szükség egy új kulcskompetenciára/Why do we need a new field of key competence?
Azért, mert bár a jelenlegi ajánlás 8 kulcskompetencia-területet tartalmaz, gyakorlatilag csak egy mondatot találunk benne az egészséges életvezetésről, a szociális kompetencia részeként. Ha erős többséget akarunk összehozni a politikában a minőségi testnevelés mögött párhuzamos és összehasonlítható fizikai fittség-mérési és fizikai aktivitás nyomon követési rendszereket szeretnék a tagállamokban meg kell mutatnunk a politikai döntéshozóknak hogy mit és miért szeretnénk fejleszteni, és hogy akarjuk a hatásokat mérni, hasonlóan más kompetenciaterületekhez. Because altough the current recommendation contains 8 field of key competencies, in the document there is only on sentence about healthy lifestyle, as a (marginal) part of social competences. If we want to create a strong majority behind quality PE in politics, we want establish parrallel PE and comparable assessment and monitoring systems in physical fitness and physical activity in the EU member states we must show policy makers what and why we want to develop, and how we want to assess the effects, similar to other fields a competence. 17 Miért lehet szükség egy új kulcskompetenciára
Miért lehet szükség egy új kulcskompetenciára?/Why do we need a new field of key competence? Álláspontunk szerint amit ki kell találnunk ehhez, az nem más mint az állampolgárok tudásának, készségeinek, attitűdjének rendszere a fizikai aktivitáshoz kapcsolódóan, az egész életen át tartó tanulás részeként, és az EU 2020 stratégia oktatási prioritásához kapcsolódóan. And – in our opinion - what we want to figure out, is nothing else, but the system of knowledge, skills and attitudes of citizens related to physical activity as a part of lifelong learning, and as a part of education priority of EU 2020 strategy. Ne felejtsük el: az EU 2020 stratégia és az egész életen át tartó tanulás alapvetően a gazdasági növekedési célokat és a foglalkoztatást szolgálja. Egyszerűen az a feladatunk, hogy a politikai döntéshozóknak megmutassuk a közvetlen kapcsolatot a fizikai aktivitás (közte a testnevelés) és a növekedés között. Don’t forget: EU2020 strategy and the EU system of lifelong learning is basically for economical growth and employment. We must only show policy makers the direct relationship between physical acticity (including PE) and economical growth. . Az EU 7 éves időszakban tervezi meg a költségvetését. / EU always applies a 7 years period in budget planning. A hétéves időszak alkalmazandó mind a központi uniós programokban, mind az EU kohéziós politikájában, amely a strukturális alapokon keresztül valósít meg fejlesztéseket. / 7 years period applied in central EU programmes, and also in the cohesion policy of the EU, which implement the developments through structural funds. Jelenleg a következő hétéves időszak elején tartunk. / Now we’re at the beginning of the upcoming 7 years period ( ) A között elérhető forrásokat az EU2020 stratégia célkitűzései szerint szabad felhasználni. / Resources available between allowed to use only for the targets of EU 2020 strategy. 20 A források tervezése az EU kohéziós politikájában/Planning of resources in the cohesion policy of EU
Minden tagállam aláírta, vagy hamarosan alá fogja írni a partnerségi megállapodást az Európai Bizottsággal a következő hét évre. / All the member states has signed, or will sign soon the partnership agreement with the EC for the next 7 years. A következő lépés a tagállami operatív programok elfogadása az Európai Bizottság által. /The next step is the acceptance of the operative programs of all the member states by the EC. Az elfogadást követően a tagállamok az elfogadott operatív programok tartalmának megfelelő pályázatokat hirdetnek meg a potenciális kedvezményezettek számára. / After the acceptance of the OP’s, member states submit call for proposals for the potential beneficiaries. Például: Magyarország múlt héten összesen 21,9 milliárd euró fejlesztési célú felhasználására kötött partnerségi megállapodást E.g.: Hungary has signed its partnership agreement last week to spend 21,9 billion EUR for developments. ERASMUS + A hétéves futamidejű program 14,7 milliárd eurós költségvetésből gazdálkodhat, ami 40%-os emelkedést jelent a jelenleg rendelkezésre álló kerethez képest. / The seven year programme will have a budget of €14.7 billion; a 40% increase compared to current spending levels, reflecting the EU's commitment to investing in these areas. Az Erasmus+ hét, az oktatás, a képzés és az ifjúságpolitika terén korábban indított és jelenleg is működő uniós programot fog majd össze, és új elemként a sportot is beemeli a támogatott területek közé. / Erasmus+ brings together seven existing EU programmes in the fields of Education, Training, and Youth; it will for the first time provide support for Sport.
